WATCH: Nkosi testimony alleges political fixing, secret company lists and leaked tender documents

Sergeant Fannie Nkosi returned to the hot seat at the Madlanga Commission on Friday, intensifying allegations that political actors interfered in a lucrative City of Tshwane tender, with some companies linked to “CIC Juju”.

On Thursday, Nkosi, known as Witness F, testified that he uncovered irregularities involving companies allegedly linked to “CIC Juju,” raising concerns about undue influence over the procurement process.

He told the commission that individuals believed to be aligned with the Economic Freedom Fighters (EFF) provided Tshwane Metropolitan Police Department deputy chief Umshai Dhlamini with a list of seven preferred bidders.

According to Nkosi, Dhlamini then instructed him to approach Chief Financial Officer Gareth Mnisi, indicating Mnisi would consult “CIC Juju” to verify the companies, an assertion that suggested political vetting of bidders in a public tender.

The fallout has been swift. Tshwane Mayor Nasiphi Moya has suspended MMC for Corporate and Shared Services, Kholofelo Morodi, an ActionSA councillor accused of leaking internal procurement documents to Nkosi.

Evidence before the commission, including WhatsApp exchanges, allegedly ties Morodi to the sharing of sensitive tender information linked to a controversial TMPD security contract.

The proceedings are underway.
