Tshwane Metro Police Department Revo Spies, has returned to Madlanga Commission.

Deputy Commissioner Rivo Spies is expected to return to the Madlanga Commission, this time to blow the whistle on the Tshwane Metro Police Department (TMPD).

Spies will be led by evidence leaders, Advocate Teboho Mosikili, assisted by Advocate Mpilo Sikhakhane.

The commission heard from Sergeant Fannie Nkosi about how the city’s chief financial officer, Gareth Mnisi, was illegally distributing tenders that did not comply with the regulations.

Spies previously testified before the commission on the corruption and mismanagement in the Ekurhuleni Metro Police Department (EMPD) focusing more on the blue light scandal.

His testimony also touched on how uncontrollable the suspended EMPD acting chief, commissioner Julius Mkhwanazi, was under the protection of the former city manager, Imogen Mashazi.

Spies revealed that Mkhwanazi unlawfully authorised the installation of police blue lights on Matlala’s private vehicles, effectively granting him official privileges.

He also secretly signed a memorandum of understanding (MoU) with Matlala’s security company, CAT VIP, to provide security services to the municipality.

This company belongs to the alleged cartel leader and murder accused, Vusimuzi “Cat” Matlala.

The proceedings have begun.
