Tshwane moves against its CFO after tender manipulation claims at Madlanga Commission

Tshwane Mayor Dr Nasiphi Moya confirmed that a formal disciplinary report will be tabled against embattled Chief Financial Officer Gareth Mnisi, following allegations of tender manipulation and fraud.

Speaking during a charged council sitting in Pretoria on Thursday, Moya signalled a decisive move against Mnisi as damaging testimony at the Madlanga Commission continues to reverberate through Tshwane’s administration.

Mnisi has been directly implicated in claims that he colluded to influence tender outcomes.

Sergeant Fannie Nkosi told the commission that he and Mnisi allegedly pursued a government contract in a non-existent “Matthew Phosa municipality” in Mpumalanga.

Further evidence presented to the commission includes WhatsApp exchanges suggesting Mnisi worked alongside suspended Tshwane metro police deputy chief Umashi Dlamini to steer contracts toward preferred companies.

Moya confirmed earlier that Mnisi is expected to face suspension as internal processes unfold.

“Given the central role of this office, this matter is being handled in a manner that safeguards the City’s financial systems and maintains public confidence,” she said.

“It is important to note that Mr Mnisi has been home this whole week on leave while we process the investigation.”

The mayor also revealed deeper troubles within the finance department, where a separate alleged R1.5 million refund fraud has already resulted in 27 active suspensions, with several cases now before the Specialised Commercial Crimes Court.

While concerns around Mnisi surfaced as early as February, Moya stressed that the city had already initiated an investigation.

“We welcome the work of the commission and will act on its findings, firmly and without hesitation wherever wrongdoing is established,” she said.
